Move from disposal reporting to material and product management

For affected producers, mandatory packaging reporting requires annual packaging data and 3R plans. Wider circularity work should focus on material flows, design and business outcomes.

01

Confirm legal scope

NEA’s mandatory packaging reporting regime applies to prescribed producers such as brand owners, manufacturers, importers and certain retailers when the Singapore business exceeds the applicable annual-turnover threshold. For the 2026 reporting cycle, NEA states that companies with annual turnover exceeding S$10 million in 2024 report calendar-year 2025 packaging data and 3R plans. Confirm each year’s instructions and deadline directly with NEA.

02

Apply the circular hierarchy

  1. Avoid unnecessary material and product features.
  2. Reduce material intensity and hazardous content.
  3. Design for reuse, repair, refill and longer life.
  4. Improve recyclability and actual collection pathways.
  5. Use recycled content where quality and traceability allow.
  6. Recover value before disposal.
03

Build useful data

  • Material type and weight by product or packaging format.
  • Market placed-on-market boundary and reporting period.
  • Recycled and renewable content.
  • Return, reuse, repair and recovery rates.
  • Waste destination and contractor evidence.
  • 3R plan owner, milestones and measured outcomes.
